There is currently a bug in the system which prevents anyone from uploading their own custom avatars. (it is being worked on) If you would like your own custom one, just attach it in a post, and I will be sure to add it to your profile.
Otherwise, feel free to use one of the internal avatars from the DIII folder ONLY.

To upload, just start a new post or hit reply on this one and near the bottom of where the field you type in, click the "Additional Options".
